So, someone summoned an alternate Ruler fitting their desires, that alternate then killed the one I know, and now they are both here as shinki with neither of them remembering any of this.

What you say is intriguing, because in events I remember the alternate Ruler was the one to be defeated. But there isn't saying they haven't met somewhere else again. She's a Servant, she was long dead by the time that happened anyway.
